Our Story

In May 2022, the California State Board of Education announced that four organizations—the Alameda County Office of Education (ACOE), UCLA Center for Community Schooling, Californians for Justice (CFJ), and the National Education Association (NEA)—would serve as the State Technical Assistance Center (S-TAC) for the California Community Schools Partnership Program (CCSPP). Together, the partners were charged with providing statewide technical assistance, building communities of practice, supporting data and evaluation, and aligning efforts with the Statewide System of Support.

To reflect the collaborative and transformative nature of this work, the team rebranded as the State Transformational Assistance Center (S-TAC)—signaling that community schools are not a program to implement, but a shared strategy to reimagine schools as community-centered spaces that disrupt inequity and uplift every child.

In 2025, the Sacramento County Office of Education (SCOE) was awarded the CCSPP contract for the program’s second phase, ushering in a new era of collaboration. Under SCOE’s leadership, S-TAC continues to expand partnerships, strengthen regional alignment, and sustain California’s commitment to transformational, whole-child education.

Each partner brings a unique strength to this mission:

SCOE provides statewide educational leadership and coordination for county and district systems.

UCLA Center for Community Schooling contributes research and learning grounded in over a decade of experience designing and supporting community schools.

Californians for Justice (CFJ) amplifies the voices of youth and communities of color through organizing and leadership development.

The National Education Association (NEA) brings national expertise in educator engagement, professional learning, and social justice advocacy.
